Job Descriptions

Chamber Board of Directors

The Chamber Board of Directors provides fiscal and operational oversight for the Hays Area Chamber of Commerce. Since HAYP is under the umbrella of the Chamber of Commerce, this Board of Directors also provides fiscal and operational oversight for HAYP.

HAYP Advisory Council

The Advisory Council serves as a liaison between the HAYP members and the Chamber Board of Directors. This Council consists of elected HAYP members who are subjected to term limits as set forth in the HAYP By-laws. Each Advisory Council Member acts as a team captain for a proportional number of HAYP members. It is each Advisory Council Member's duty, as a "Team Captain," to keep his/her team informed of HAYP and Chamber events, projects and opportunities, as well as any information pertinent to fulfilling the mission of HAYP.

The Advisory Council works with the Chamber Board of Directors on all fiscal and operational issues involving HAYP. Furthermore, the Advisory Council appoints all HAYP Committee Chairs and reviews all project/event/opportunity proposals submitted by the Committee Chairs to determine whether the proposals fulfill the mission of HAYP and whether they are appropriate for implementation.

HAYP Advisory Council Chair

The Advisory Council Chair is appointed by the Council to serve as the single point of contact/liaison between the four HAYP committees and the Advisory Council to ensure delivery of a consistent message. The Advisory Council Chair facilitates all HAYP Membership Connection Lunches and Advisory Council meetings, including preparation of the meeting agendas, and delegates duties as necessary.

HAYP Advisory Council Secretary

The Advisory Council Secretary is appointed by the Advisory Council to document all HAYP and Advisory Council meetings through written record. The Advisory Council Secretary can delegate duties as necessary.

HAYP Committee Chairs

Committee Chairs are nominated by HAYP members (or themselves) and are appointed by the Advisory Council. Each Committee Chair must agree to serve for a (1) year term and may serve for multiple terms if agreed upon by the Committee Chair and Advisory Council no less than ninety (90) days prior to the expiration of each term.

Committee Chairs are responsible for consistently seeking opportunities in the Hays area relative to their respective committees that will foster the growth and development of HAYP members and fulfill the mission of HAYP as it relates to their respective committees. This Chair has the authority to assign specific event/project coordinators to help carry out projects/events as necessary.

All proposed projects, events and opportunities must be presented to the Advisory Council for approval, via electronic (email) submission to the Advisory Council Chair. A project template will be provided to each Committee Chair to ensure consistency with regard to the planning process. The Advisory Council Chair will disperse the proposal to the Advisory Council, whose members will have two (2) business days from the date of proposal submission to respond with questions, concerns, requests for clarification/additional information, or approval. The Advisory Council Chair will then contact the Committee Chair with approval, request for clarification/additional information, or denial within one (1) business day. Upon notice of approval by the Advisory Council Chair, the Committee Chairs are responsible for overseeing all projects, events and opportunities related to their respective committees. In the event of denial, the Committee Chair will be given a reason for denial.

The purpose of this process is two-fold. First, it provides for quick turn-around and implementation of proposed projects/events/opportunities. Second, it ensures all projects/events/opportunities are of high-caliber and are in line with the mission of HAYP.
